If they aren't then it crumbles if people don't 'develop' it.  By developing the structure they are making sure it can be used for many years into the future.

On projects like this you will find specialists and specialist managers.  You will also find there is one person who oversees all activity in order to make sure the work is completed to specifications

In the commercial, public and third sector some people have specific responsibilities to develop specific organisational areas and some have responsibilities to manage these people.  But sometimes people working in just their own specialist area might not see the bigger picture and discount what can be done or not see that what they want to do can negatively affect another team. 

This is where we can help.  We can provide organisational wide developmental consultancy - be the person who oversees all activity.  This can help to ensure all of the various teams work together in a unified way.  By being independent of everyone else, we have the ability, when given full high level approval, to look at the things that might be uncomfortable for some to look at such as change processes in a specific area.

Our function is not about being dictatorial or heavy handed - it would be to facilitate your organisational development (for a short period of time) to make sure it can survive and grow.
